Homes and local risks

From Riverside bungalows to Southside slab subdivisions

Consolidation on October 1, 1968 merged the city and county governments, leaving Atlantic Beach, Neptune Beach, Jacksonville Beach and Baldwin as the only separate towns. The result is one county of about 763 square miles of land, according to the Census Bureau, holding nearly every kind of house a floor crew meets.

The oldest stock sits along the river. Riverside became the first Jacksonville neighborhood on the National Register of Historic Places in 1985, with houses from roughly 1871 to 1935, and Avondale was laid out next door in 1920. Many of those homes stand on raised foundations with original heart pine, which calls for repair and refinishing rather than a quick cover-up.

Move out toward the Southside, Arlington and the Westside and the houses change: postwar ranches and later subdivisions, most on concrete slabs. Those slabs are where we test moisture before any plank or coating goes down, because concrete in a humid county rarely dries out completely. Water is the shared risk. During Irma in September 2017, the National Weather Service said storm-surge flooding downtown beat the 1965 Hurricane Dora record by at least a foot.

Local knowledge

Working around the St. Johns River, JTB and the I-295 beltway

The St. Johns River splits the county, so a job in Mandarin and one in Arlington can be close on a map and far apart in traffic. From our west-side base, I-10 and I-295 reach the Westside and Baldwin quickly. J. Turner Butler Boulevard and Beach Boulevard carry us to the beaches.

Permit questions go to the City of Jacksonville Building Inspection Division, which covers the consolidated city. Typical jobs here are plank in slab homes that still have 1990s carpet, flake epoxy in two-car garages and terrazzo found under old carpet in mid-century ranches. We also see hallways and kitchens where a supply line or a storm let water under the floor.

Many Southside and Northside subdivisions have HOAs. Interior floors rarely need their approval, but garage and exterior coatings sometimes do, so check your covenants first.

Services in Duval County

Which floor services do Duval County homes need most?

These are the jobs we are asked for most across the county, with the local reason behind each one.

Flooring Installation

Slab homes from the 1960s onward are trading carpet and cracked ceramic for plank and porcelain. We test the slab first, because river-county humidity is what ruins glue-down floors.

Garage Floor Epoxy & Polyaspartic Coating

Southside and Westside two-car garages take hot tires, oil and summer heat. A ground, patched slab under a flake system keeps the coating bonded through Florida summers.

Water-Damaged Floor Replacement

From Irma’s record river flooding to a burst supply line, water under a floor is common here. We tear out, check the subfloor and only then put new material down.

Luxury Vinyl Plank Flooring

Waterproof plank suits busy family homes and rentals across the county, as long as the slab is tested and a moisture barrier goes under it where the reading calls for one.

Popped & Cracked Tile Repair

Tile laid without perimeter movement joints tends to tent on slabs that heat and cool. We replace the popped section and add the joint that was missing.

Hardwood & Laminate Flooring

Riverside and Avondale heart pine deserves careful repair rather than replacement, while newer slab homes often choose engineered wood, which moves less in humid air than solid boards.

Commercial Epoxy Flooring

Warehouses, shops and kitchens from the Westside industrial areas to the Northside need floors that resist chemicals and wash down cleanly, installed after hours where needed.

Questions

Duval County flooring questions: permits, flood zones and travel

How fast can you reach homes anywhere in Duval County?

Duval is our home county, so travel is rarely what slows a job down. Most addresses are within about 20 miles of our west-side base, including the beaches and Baldwin. When you call (904) 533-7260, we book the measure around the week’s schedule and tell you the date straight away.

Do flooring jobs in the City of Jacksonville need a permit?

No, not usually for finish flooring alone. Florida jurisdictions that adopt the residential building code generally exempt tiling, carpeting and similar finish work, as decided by the building official. Structural subfloor or joist repairs, or substantial improvements to a home in a flood zone, are different. The City of Jacksonville Building Inspection Division makes that call.

Which floors hold up best in Duval County flood zones?

Tile, terrazzo, glue-down vinyl and bare or coated concrete are on the flood damage-resistant lists that agencies draw from FEMA’s Technical Bulletin 2; ordinary wood flooring is not. FEMA also notes that ceramic tile in thin-set on a slab with cement grout makes a flood-resistant assembly. For homes near the river or creeks, we lean toward porcelain or coated concrete.

Do you serve the beaches and Baldwin too?

Yes. Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin kept their own town governments at consolidation, but they are all inside Duval County and inside our regular area. Beach homes usually call about tile and waterproof plank, while Baldwin calls tend to involve subfloors in older frame and manufactured homes.

Does replacing floors in a Duval flood zone trigger the 50 percent rule?

No, rarely on its own. FEMA’s substantial-improvement rule, applied through the city’s Chapter 652 floodplain ordinance, kicks in when work costs 50 percent or more of the structure’s market value. A new floor seldom reaches that, but floors replaced inside a larger post-storm rebuild can. Check the address on FEMA’s flood map at msc.fema.gov and ask the Building Inspection Division before work starts.
