Homes and local risks
Is there terrazzo under your Neptune Beach carpet?
Neptune split from Jacksonville Beach in 1931 after a tax revolt and has stayed small ever since. It is the smallest of the beach cities, with about 2.3 square miles of land and 7,217 residents at the 2020 census.
That small footprint filled in early. Census Bureau estimates for 2020 to 2024 date about 30 percent of homes to the 1950s and 1960s, and roughly 64 percent to before 1980. Nearly seven in ten are detached houses, and the survey counts no buildings of 20 or more units. In other words, this is mostly a town of houses on modest lots, not condo towers.
Many of those 1950s and 1960s houses were finished with terrazzo, a mix of marble chips set in cement and divided by thin metal strips. Later owners often covered it with wall-to-wall carpet, and tack strip holes, glue and paint spatter are common once it comes back up. Sound terrazzo can be ground and polished again. Cracked or patched terrazzo may be better covered. Either way, it is worth deciding before you order anything, because terrazzo changes what goes on top and how much prep it needs.

Local knowledge
Working around Beaches Town Center and Atlantic Boulevard
Beaches Town Center sits where Atlantic Boulevard meets the ocean, and the boulevard is the line between Neptune Beach to the south and Atlantic Beach to the north. Shops and restaurants crowd those few blocks, so we plan deliveries and the dumpster early when a house is close by.
Permits run through the city’s Building Department at 116 First Street. Finish flooring is generally exempt, but confirm with that office. Applications in a special flood hazard area also go past the city’s Flood Plain Manager, which matters if your floor job is part of a larger remodel.
Typical jobs here are carpet tear-outs that turn up terrazzo, whole-house plank in two- and three-bedroom ranches, and new tile in baths that have not been touched in decades. Moving rooms in sequence lets a family stay in a small house while the work moves through it.

Services in Neptune Beach
Which services fit a postwar house in Duval County’s smallest beach city?
Most Neptune Beach projects start with one question: keep the terrazzo, or cover it. These services cover both answers.
Floor Sealing & Clear Coat Protection
Once terrazzo is cleaned, ground and polished, a penetrating sealer or clear coat protects it from beach sand and spills. Resealing later is far easier than a second restoration.
Luxury Vinyl Plank Flooring
Floating plank goes over sound terrazzo with little prep and keeps the original floor intact underneath. A moisture barrier on the slab is added when the reading calls for one.
Tile Flooring Installation
Porcelain over terrazzo needs a roughened or primed surface for the mortar to grip. Over cracks we use an uncoupling membrane so old breaks do not telegraph through.
Flooring Installation
Small ranch houses often make sense to redo all at once, so one material flows through every room. We plan the order of rooms so furniture has somewhere to go.
Popped & Cracked Tile Repair
Bath tile in houses from the 1950s and 1960s can have loose or cracked pieces. We replace the damaged section and add the perimeter movement joints that TCNA Handbook EJ171 calls for.
Water-Damaged Floor Replacement
Slab homes this close to the ocean see storm water and the odd plumbing leak. Terrazzo itself survives water well, but carpet, pad and plank above it usually come out.
Garage Floor Epoxy & Polyaspartic Coating
Garages and carports near the beach double as storage for boards and bikes. A ground slab under a flake coating cleans up easily after sandy summer days.

I had an OUTSTANDING experience with JW Painting! Man behind his word and my bathroom is beautiful. I would highly recommend him, and have given his number to a few friends who are planning out their Spring projects. Thanks again Jimmy!
JW Painting was a dream come true. After another painter ghosted me, I hired JW Painting to complete the paint job. Jimmy and his team were very communicative, sent regular text and photo updates, and took pride in their work. Their work was amazing and they transformed my home from a beach shack to a palace. Jimmy even noticed that the bathroom tub needed resurfacing and he cleaned the kitchen sinks without even asking. A true professional that I have hired again to paint my next house. Live long and prosper Jimmy you run a tight ship! Highly recommend!

Questions
Neptune Beach terrazzo and whole-house questions
Can you restore terrazzo found under old carpet?
Yes, in many cases. After the carpet, pad and tack strip come up, we scrape off glue and paint and look for cracks and missing chips. Sound terrazzo can be ground with diamonds, honed, polished and sealed to bring the color back. If old vinyl tile or black adhesive sits on top, have it tested for asbestos first, as the EPA advises.
How are cracks in old Neptune Beach terrazzo repaired?
By finding why the crack formed first. The National Terrazzo & Mosaic Association warns that a crack patched without knowing the cause will probably come back. Settling, shrinkage and a slab joint with no divider strip above it are common causes. A crack that has stopped moving is filled with epoxy grout and leaves a fine line. One that keeps moving needs a crack membrane or a new divider strip. Old chip colors rarely match, so a whole panel in a complementary color can look better than a patch.
Should I put LVP or tile over terrazzo instead?
No, not if the terrazzo is in good shape and you like it. Restoring keeps a floor that FEMA flood guidance lists as flood damage-resistant. Covering it makes sense when it is badly cracked or you want a different look. Floating plank goes over with little prep, while tile needs a roughened or primed surface and, over cracks, an uncoupling membrane. Either one raises the floor, so check door clearances.
How long does a whole-house floor take in a Neptune Beach ranch home?
It depends on the material, the square footage and what turns up under the carpet. The written quote states the working days before you book. Plank over sound terrazzo is the quickest route, because there is little prep. Restoring terrazzo adds grinding and polishing passes, and tile adds mortar and grout cure time. Working room by room can let you stay in the house.
