Homes and local risks

Storm-tested ground between the Atlantic and the Intracoastal

The census place covers about 1.77 square miles of land and counted 2,514 residents in 2020, with a median age near 59. Houses face the ocean, the inlet or the Intracoastal Waterway, and on a strip this narrow, salt water is never far from the front door.

This shoreline has taken repeated hits. After Irma in 2017, a UNF-led reconnaissance team found that some Vilano seawall returns had not been extended far enough back to protect the ground behind them. In September 2022, Ian’s surge stripped the seawall, driveway and soil from under a two-story house here, and the county tagged it unsafe.

Six weeks later Nicole arrived. The National Hurricane Center’s report says its surge and beach erosion caused extensive damage from the landfall area north to the Jacksonville area, on beaches Ian had already left more vulnerable. At Porpoise Point, on the inlet’s north shore, the county says erosion has exposed home foundations and buried utilities.

That history points to floors that shrug off water. Agency handouts drawn from FEMA’s Technical Bulletin 2 list ceramic tile, vinyl and concrete as flood damage-resistant flooring, while standard wood flooring is not on the list. On a ground-level slab here, that usually means porcelain or a coated concrete floor.

Local knowledge

From Porpoise Point to Nease Beachfront Park

The county keeps Vilano Beachfront Park on the ocean side, with a boardwalk and pavilion, plus a boat ramp and a fishing pier on the Intracoastal. Farther north, a 50-year U.S. Army Corps of Engineers and county project rebuilds beach and dune along South Ponte Vedra and Vilano. Its first nourishment in 2020 and 2021 was badly hit by a nor’easter, and a second round followed in 2023 and 2024.

At the inlet end, the county finished about 172 feet of steel sheet-pile seawall across Porpoise Point Drive in March 2024 and is designing a larger shoreline project there.

Typical jobs are tile or plank in place of sandy carpet, ground-floor rooms that took water, and lanai or pool-deck coatings that need grip when wet. Addresses here are unincorporated, so the St. Johns County Building Department handles permit questions. Finish flooring alone is generally exempt, but storm repairs that reach framing or count as a substantial improvement in a flood zone are different.

Services in Vilano Beach

Which floors hold up best near the St. Augustine Inlet?

Each of these services answers a problem this strip of coast throws at a floor.

Tile Flooring Installation

FEMA treats ceramic tile in thin-set on a slab with cement grout as a flood damage-resistant assembly. We add the movement joints TCNA EJ171 calls for, tighter in rooms that bake in the sun.

Water-Damaged Floor Replacement

When a surge or tide gets inside, we tear out to sound material, check how the water rates on the IICRC S500 scale and dry the slab fully before anything new goes down.

Luxury Vinyl Plank Flooring

Waterproof plank suits upper floors and condos that rarely see standing water. On a ground-level slab near the Intracoastal, we test moisture first and lay the barrier the maker requires.

Pool Deck, Patio & Lanai Coatings

Salt air and blowing sand wear down lanai and pool-deck finishes fast. We pressure-wash and prep the concrete, then add a textured topcoat so bare feet keep their grip when the surface is wet.

Garage Floor Epoxy & Polyaspartic Coating

Ground-level garages here collect sand, salt and the odd high tide. Coated concrete is on FEMA’s flood-resistant list, and a ground, flaked slab rinses clean after a storm.

Popped & Cracked Tile Repair

Ocean-facing rooms heat and cool hard every day, and tile laid without joints tends to tent. We replace the popped area and add perimeter joints so the floor can move.

Questions

Floor questions after Ian and Nicole on San Pablo Island

What flooring holds up best in a Vilano Beach home that could flood?

Porcelain or ceramic tile set in thin-set on the slab, or a coated concrete floor, is the strongest choice. FEMA treats tile on a slab with cement grout as a flood damage-resistant assembly, and Technical Bulletin 2 handouts leave standard wood off the list. Waterproof plank can work upstairs, but it is often pulled after a surge.

Do I need a permit to replace floors here after a storm?

No, not usually for the finish floor alone. Florida jurisdictions using the residential code generally exempt tiling and similar finish work, as the building official decides. Vilano is unincorporated, so that official sits in the St. Johns County Building Department. If storm repairs reach framing, or the home is in a flood zone and the work counts as a substantial improvement, call the county first.
