Homes and local risks

Historic homes near Spring Park and the Clay County Courthouse

The city has deep roots. It began as White Sulfur Springs in 1854, took its current name in 1866, became the county seat in 1871 and incorporated in 1874. The Green Cove Springs Historic District and the Clay County Courthouse are both listed on the National Register of Historic Places.

That age shows up underfoot. Older frame houses near downtown can hide original wood or several layers of vinyl, and the EPA warns that older vinyl tile, sheet-vinyl backing and some adhesives may contain asbestos. Suspect layers stay undisturbed until a sample is tested.

The town is growing quickly too. The census counted 9,786 residents in 2020, up from 6,908 in 2010, so the work now runs from century-old frame houses to brand-new builds on the edges of town. New slabs and old wood subfloors need different prep, which is why the measure comes before any product talk.

The spring that named the place still flows into a public pool in Spring Park before running into the river. River frontage brings flood exposure, and FEMA’s preliminary flood map update for the county, released in May 2025 and expected to take effect in spring 2027, could move zone lines along the water. The county’s interactive flood-zone map shows whether a lot is affected.

Local knowledge

Reynolds Park, US 17 and the Shands Bridge

The Navy opened Naval Air Station Lee Field here on September 11, 1940, and it later became NAS Green Cove Springs. After the war, 13 piers along the river held a mothball fleet of about 500 ships until the station closed in 1960. The city annexed the base in 1984 for the Clay County Port and Reynolds Industrial Park.

Today the old base holds industrial buildings, the former 5,000-foot runway and a shipyard with floating docks at Reynolds Park Yacht Center. Shop, warehouse and marine floors there take forklifts, solvents and wet boots, which calls for a ground slab and a chemical-resistant coating.

US 17 runs through the center of town as Orange Avenue, and SR 16 crosses the river on the Shands Bridge. The First Coast Expressway reached SR 16 on the eastern edge of town on June 29, 2026. Inside city limits, permits go through the city’s own online portal, and the city has run its own electric utility since 1907.

Services in Green Cove Springs

Which floors fit Reynolds Park shops and riverfront homes?

The mix here runs from marine and industrial floors to cottages and new builds, so the right system changes from one street to the next.

Commercial Epoxy Flooring

Industrial and marine buildings at Reynolds Park need floors that resist fuel, solvents and forklift traffic. We grind to the profile the coating calls for and can schedule installs after hours.

Epoxy Flooring

Flake or solid epoxy over a diamond-ground slab gives older garages and workshops near downtown a floor that wipes clean, hides dust and holds up to damp air off the St. Johns.

Tile Flooring Installation

Riverfront lots in a mapped flood zone do best with porcelain set in thin-set on the slab, an assembly FEMA counts as flood damage-resistant. Movement joints follow TCNA EJ171 so the tile stays flat.

Hardwood & Laminate Flooring

Original wood in historic-district houses can often be repaired or refinished rather than torn out. Where it cannot, engineered wood moves less than solid boards in a humid river town.

Luxury Vinyl Plank Flooring

New homes on the growing edges of town often swap builder carpet for waterproof plank. We read the slab’s moisture first and add a vapor barrier where the numbers call for it.

Water-Damaged Floor Replacement

Irma pushed river surge onto Clay County’s waterfront in 2017, damaging homes, docks and piers. When water gets under a floor here, we remove it, dry and test the base, then rebuild.

Questions

Green Cove Springs floor questions: permits, old vinyl and Reynolds Park

Can you coat warehouse and marine shop floors at Reynolds Park?

Yes. Industrial and marine floors start with diamond grinding to the concrete surface profile the coating maker specifies on ICRI’s CSP scale, plus a moisture test on the slab. Fuel, solvents and wet foot traffic call for a chemical-resistant system, often with a textured topcoat for grip. Work can run after hours, so a shop or yard business keeps operating during the day.

Do I need a permit to replace floors inside city limits?

No, not usually for finish flooring alone. Florida jurisdictions that adopt the residential building code generally exempt tile, carpet and similar finish work, at the building official’s discretion. The city handles its own permits through an online portal, so confirm there if the job includes subfloor framing, plumbing or a substantial improvement to a home in a flood zone.

Is old vinyl flooring in a historic-district home safe to pull up?

No, not before it is tested. EPA guidance says older vinyl floor tiles, the backing on sheet vinyl and some adhesives may contain asbestos, so leave them undisturbed or have a sample tested before sanding, scraping or removal. Many houses in the Green Cove Springs Historic District are old enough to have those layers, which makes a test the sensible first step.
